"With" and "to" can both be used with "compare". Both are correct, but there is a small difference in meaning.

"Compare to" expresses similarity between two things. Use "compare to" when similarities are more important.  For example: I hesitate to compare my own works to those of someone like Dickens.

"Compare with" suggests that the differences between two things at least as important as the similarities. use compare with when differences are more important than similarities.  For example: We compared the facilities available to most city-dwellers with those available to people living in the country; to compare like with like.
